can i design dress designing without doing any courses in fashion designing?

You can *DO* anything you want. Whether you can convince anybody to either hire you or wear what you make may be a lot more difficult.
Without the educational background, your alternative is to simply do it and prove yourself...It can be done and has been in a lot of cases...not just in fashion.
