I am around 42 yrs and i am in government service. An institute claims that they will be able to complete level 3 in 14 months time is it really possible.

Only serious answers and it should be informative to all the participants. Since they claim there is huge demand for people with japanese language skills

You have to Clear Japanese Language Proficiency Test (JLPT) for the purpose.
Japanese is the only language in the world which is so much localised. Even there is no scope of japanese language in neibour countries like China.
So Go for Japanese only if you want to work in Japan/ want to learn their culture.
It takes almost 9-12 months to have some real working knowledge of the Language.
