The Sun does not prevent rain, it knows nothing about what's happening on Earth. If there is sufficient cloud cover, the heat from the Sun will not reach the surface and temperatures can get cold enough to condense the moisture in the air into rain or snow.

youwould think cloud equals rain which a cloud does hold the moisture. However I would assume short rain as the whole cloud has turned to rain.

"Sun showers" (as my mom calls it) happen when clouds directly above are precipitating (raining) and the sun is still visible. This happens usually earlier in the morning or later in the afternoon when the sun is closer to the horizon and there is a patch of rainclouds above. When you see a rainbow, the sun is shining through at refracting off the droplets of water in the distance.

Rain, as i admire the sound of it pitter pattering on my conservatory roof! that's the Essence of life itself, we can't exist without water! It thuds like a coronary heart beat, and reminds us, as quickly as we get moist, that we are alive. i admire singing interior the rain!
