This guy insults me because I do not agree to chat or be on the web ...he is crazy and he keeps sending messeges.....please help

I blocked him ...but he keeps sending me messeges he also told me that i can not block him and he keeps insulting me

You have to block him completely from your messenger.
Sign in to your messenger and right on his yahoo chat id and choose delete, and check remove from address book too.
Click on Messenger -> Privacy Options -> Ignore List - > Choose " Ignore anyone not on my messenger List"
click on apply.
this should ensure that you dont get his messages.
but as long as he knows ur mail id, he might try to send you a add contact request from some other mail id. so if you dont know who has sent the request, dont accept it.

you can block him from emailing you and instant messaging you.

put him on you egnore list and dont answer him back no more
