I don't know, and I can't come up with an answer I can back up because I was not into wrestling when people like Dynamite Kid were around. I'm a fan of modern-day wrestling, so the best technical wrestler I can come up with (in my opinion) is Chris Benoit. Of course, you can always argue that Benoit modeled himself after Dynamite Kid,sooo... yeah. After Benoit, I choose Angle, but these are all "mainstream," if you will... I have no idea about indies seeing as how they're not readily available for me to view.

Chris Benoit
Although it does take alot to beat The Dynamite Kid he was one hell of a wrestler in his prime.

Dean Malenko. Watch old WCW matches. He was the master of countering anybody's moves. I would have loved to see him vs. Angle, but that ain't happening. Dean could take anyone's finisher and turn it into him putting them in the texas cloverleaf. The greatest tech wrestler ever. Now he is a road manager, and teaches some of the newbies.
