If such messages are appearing while searching the site, how one can access such site without contacting the system administrator?

If you are referring to regular Internet access like from home and not a workplace or school that is blocking you with a firewall, the short answer would be "You can't" without hacking the site and changing the file that is blocking your access.

If that message you are receiving is a result of your IP address being blocked by the site you can always access it through an anonymous proxy that would hide your IP and trick the website into believing you are someone else.

There are many on-line proxy providers that charge money but with a little searching you can find free on-line proxy providers like these:

if you are inside an office with strict policies in using the internet, this is one of the main problems, you must contact your system administration to authorize you to visit the site if its very important...
