It means there husband is a terrorists.. and that's the bulls eye.. Just kiddin!! From all the national geographic I've looked at.. seems to be a big thing in India.. that area. Probably alot like the body piercing thing ya see around here. Bet it has some religious value to it...

the red dot is nothing but called 'kumkum' which is the symbol of married women.Not only the women, the mes also wear the kumkum in glorious moment.

they use different colors, in the beginning it was a mark of social caste, now i think its more a matter of decoration, i have some very fancy stick on ones that i used when i was bellydancing, they are embossed metal with a stone in them and they have a flat adhesive backing.

its called a bindi , its for dressup only it doesn't necessarily mean anything and they come in various shapes and colours not just red as u might have seen most often
