Finger-snapping has been "in style" ever since the turn of the 1900's. The ACTION of finger snapping is a physical action that involves the major muscles in the hand and lower arm that does not require any other part of the body, as does hand-slapping (onto any part of the body; lap,arm or onto any object.)
Finger-snapping is simply an ABBREVIATED version for making an auto-responsive sound to either invoke an action, a reply or impart attention to the music.
HAVING EXPLAINED *the rest of the story* (yes, I am a PAUL HARVEY fan) Finger-snapping is a "lazier" way to express tempo to a song that is being played.

It probably helps them keep up with the song's rhythm while they dance or they just like the song so much and are so excited that their song is playing that they can't resist
