our neighbor has made our lives a living hell for the 3 months we have lived in this apartment complex... she calls the police at every possible excuse (spouse and i have an argument; the kids laughing or screaming in fun; dog barks a few times in excitement... such things are twisted by this neighbor to sound like wife-bashing or child abuse or animal abuse... but the cops come just to check it out and always leave without making any arrests... but all this is obviously a pain... so, we are MOVING OUT - the only way we will get peace... but my sense of justice won't leave it alone at that... is that wrong?

If you were staying you could file a claim for harrassment. It's against the law to continually call the cops under many circumstances. Once they come out over 3 times for the same claim such as "child abuse" or "wife abuse" you can make it so they can't report that claim anymore. And if they try to use the "disturbing the peace" excuse, you can notion them for a false complaint if you get other neighbors to agree with you.

My advice to you would be to stay. Next time she calls the police, tell them the story and have them explain your options. The best way to get back at her would be to turn the police on her and make her afraid to call them.
