For one, Schools can start taking bullying seriously. Various states have passed laws regarding this issue, but little has been done by the schools. School administrators are too afraid to discipline kids because their overprotective parents either scream "Racism" or threaten to sue. Sad part is, the courts let them win.
Another part is, parents need to stop trying to be their kids friends, and start being PARENTS! If your child acts up in school, discipline them! Make it clear that picking on others, bullying, talking back to the teacher, ect is not acceptable and will not be tolerated.
Another part of being a parent, TALK TO YOUR KIDS! Find out what's going on, who they hang out with, what their interests are. Don't try to be cool or trendy, but do let them know that you are interested in them. Let them know that they can come to you with anything, if they want to talk. After that, back off.
Another part is to keep on the school board to keep security a priority. Keep on them to have enough security guards on premises. Get on the school to have enough guidance councilors on staff, so the kids have someone to talk to if they feel they can't talk to mom and dad.
I know lots of people are gonna scream "We need god back in school!" or whatever. One small problem, you open the door for one religion, you have to let them all in. Yes, all or nothing.

people are selfish and feel that they are the only one's that have been wronged, violated, belittled, made fun of. then they look to their culture for a vent or a solution. what they see is violence and they interpret it as a social norm. it is becoming less extreme. for example, after columbine everyone freaked as was like "OMG, what the F@*K just happened." now, what do we say - "man, another school shooting." it is becoming a societal norm - I read like 75 or 85 have taken place since the beginning of the 2006 school year (MSN?).
we can stop it by teaching people to have a little bit of self control, making it easier for people to get access to help when they need it and telling our kids to stop teasing the kid with the vampire teeth. as for the adults this past week that have gone haywire, we need to stop covering the shootings on national TV. the whole reason these guys are doing it is so that people will know about their pain. we have to collectively channel that pain in to more constructive outlets.

Teachers are basically front-line social workers, but their pay and school funding doesn't reflect that. So if a kid has a serious problem, often he or she doesn't get help until it's too late.
