Yahoo merely allows us to have a free e-mail account after (underline after) we get online through an internet service provider.
There are a few free providers. Usually they are accompanied with a lot of ads and pop-ups. Check:

You mean like if you want to access Yahoo Mail from a cell phone or something? You'd have to sign up for it on a computer first. Any computer with an internet connection will do (well unless they have a retarded firewall that wont let you get to Yahoo or something).

We set up a Yahoo e-mail account for my sister in law 3 years before she had a computer. Yahoo mail can be accessed from any computer. You need internet access, but it doesn't have to be yours.

All you need is access to a computer with Internet. Cyber cafes, libraries etc have computers you can use.
