Take into consideration that the building she lives in is now much safer than another place might be at this time. If you simply MUST have her move, just sit down and have a compassionate and empathetic conversation with her to let her know your concerns. If she is unyielding, don't push it. Just plant the seed and walk away. If it flourishes and grows that's a bonus, but if it doesn't you can be comforted in knowing that she is in a place that makes her happy. The strong-arm tactic is something you would have to do through Social Services and would surely cause more stress and anguish than would be ultimately prudent. Good luck!
