I heard it used to be a conspiracy, initiated by way of the Bush Government to get further coins within the coffers. With the USA present populace being roughly 307million, that is another $three,070,000 each time a person expresses an opinion. Obama is not definite if it is a well thought or now not, so he is averting the hassle till any person notices.
