If you mean a regular octagonal pyramid then the perimeter of the base is simply (8)(6)=48 feet.

The area of one of the lateral surfaces is (1/2)(6)(8) = 24 sq feet.
Since there are 8 such surfaces, the total area of the lateral faces is (24)(8)= 192 sq feet. Therefore the total surface area is 192+b.

I do not know of such a thing as arectangular octagonal pyramid.
