Maldistribution = a distribution network that has a poor infrastructure which creates an inability to distribute the supplies needed.
One huge problem in Africa isn't getting relief for the starving people and war refuges; it's getting that relief to them. They don't have a very good network of roads; most of them are dirt roads. The rail system hasn't extended much since the British were in charge. Most of the country doesn't even have electrical power, water lines or gas lines. All of these systems are called the area's infrastructure. Your body needs arteries to carry the nutrients to its cells, and it needs veins to carry away the waste products. These can be thought of as roads for the body. The nerves send and carry information as well, you can think of those as communication lines. If your foot is cut off then you don't have any roads to get nutrients to it and you don’t have any nerves to communicate with it. You can preserve the foot and keep it alive, but not for long.
Large parts of Africa, and Siberia have the same problem. You can throw all the food and supplies at Africa that you want, but if it can’t get those supplies to the people then it just sits and rots; that is maldistribution. The word has the Latin prefix “mal” which means bad and distribute which means to spread out or to use a supply network. If your supply network is poor then you can’t distribute the goods you need to.
In America the major cites only have fresh food for a few days. Our Interstate system is one of the best in the world and trucks are able to ship out fresh food quickly. UPS and Fed Ex wouldn’t be possible without an excellent distribution network. They use airplanes and roads to get the packages where they need to go quickly. But, there are some places where Fed Ex won’t go or where they charge more. For example in Alaska they usually charge more for a delivery, because it is so hard to get to the remote spots that they have to fly it in from their shipping centers, instead of trucking it in. This is a case of maldistribution, because some regions of Alaska are too remote. The US Post Office has to deliver its mail to every single post box in the United States. They use a distribution center similar to UPS where they sort the mail, send it to a distribution center and then fly or truck it to another distribution center where it is sent to the individual post offices and then carried to the customer. The US Government has tried to privatize the system like Fed Ex or UPS, but it doesn’t work. The reason is the requirement to deliver the mail to every single customer. The big shipping companies don’t do that, but the post office has to do it so it loses money. In the more rural and remote areas of the US it takes longer to get the mail to its destination, and time is money. If the infrastructure, if the roads to these remote areas were better then the mail could be delivered faster, easier, and cheaper. If that happened then Fed Ex and UPS would also start to deliver to those areas as well. It all depends on the supply network.

There are many; corruption, infrastructure inefficiencies, market-distorting tax schemes, prohibitive tariffs, the list goes on and on!
