What's the general understanding of the role of these 2 designations? Are they the same or does the TSM report to the Head(TS)?

These two roles are very similar. Technical Support Manager is generally used for someone who is leading technical support efforts for one product (if a technical company) or one business unit (if non- IT company). Head of Technical Support overlooks all technical support activities across multiple business units or products.

However, for many non IT companies where there aren't multiple business unit. The person in charge of technical support could be named either way.
