Find a Mary Kay representative and check out some of their products for lips. I did and found them to be just the thing for dry skin and chapped lips. They have something called Satin Lips that is incredible.

Some of the creams might help. But many people with chapped lips get them because they are dehydrated. When it is cold, the body sometimes does not recoginize thirst very well, so unless you deliberately drink lots of water, you are not getting enough.
This also happens in the mountains. When we used to take Boy Scouts to Camp Alexander in CO, their lips would even turn black. We had to nag them to drink more water.\
At least a quart a day, if not two.

Always keep chap stick or medicated lip balm with you. Lip gloss and all that fancy lip makeup doesn't help. If nothing else works, find some utter cream, there is a brand called utterly smooth, that might help. Good luck.

okay i get this a lot from my clients...
the first thing is are u getting proper hydration...drink lots of water.and dont lick ur lips.
next...
1.get an "SOFT" toothbrush/washcloth and exfoliate your lips until all the flaky skin comes off.dont rub to much or youll tear the skin and cause damage.
2.coat ur lips with warm vaseline..u can put vaseline in the microwave or just run some lipbalm on ur fingers to get it warm.
3.let it soak into ur lips and apply a nice waxy lip balm.apply every hour.
4.wear to bed and when u wake up..good luck

I lived in NH, COLD!
I used Carmex during the day, and rubbed Vasolene ( petroleum jelly) on my lips at night!
Satin Lips by Mary Kay also works!! but it's more expensive!

My lips feel chapped unless I keep them moisturized. I keep chap stick handy along with moisturizing lipstick.

Being originally from Colorado where it is very dry, chapped lips are problem. I would suggest carmex......works wonderfully. Also, make sure you stay well hydrated.
