It's sometimes used to indicate the experience of the slave. A blue collar is used to show that a sub/slave is new and has ittle or no experience. A red collar slave is still in submission training. A black collar indicates a fully trained slave.

But habits/traditions differ all over the places....

i believe it is a matter of the Master's choice and a personal preference.
