all you wireless card does is pick up diffrent people's wireless networks. if a wireless network in like a cafe or something is unsecured and if u use it and it does not ask you for a login or anything then u do not need an account to go online HOWEVER there are someplaces that have setup security and places such as starbucks that run verizon hotspots require u to sign up a wireless account with verizon that charges a monthly fee before you can use their internet. if you try to use it, it will automatically send you to a starbucks/verizon site to login to ur account before you can continue any further with using the internet.
