Traditionally, the man would get down on one knee and offer the ring to the woman. In this day and age, woman can do anything that a man can do. If the woman is feeling bold, she should offer it to the man.

Well the women typically gets an engagment ring and on the wedding day they exchange vows and the man gives his wife an wedding band usually matching the ring, and the women gets the husband a band of his choice.

In most of the ceremonies I've seen, the bride offers the wedding band and vows first-then the groom. But it can go either way. If you're holding a church ceremony, the minister will direct the couple.
