No Washington DC is run like most cities (with some major exceptions). A Mayor is elected by the residents of the city and that Mayor has to be a resident of the city. The President, the Senators, and the Members of the House of Representatives are not citizens of the town, they are citizens of their states. So not only can they not vote for the mayor they can't hold the job either.
Since most of the actual citizens of Washington DC are actually poor and black then they have the say in the elections. In the 1990s a Washington DC Assemblyman was caught in an FBI sting. He was seen, on the local news, on video tape smoking crack cocaine. He served his jail time and was later elected Mayor of Washington DC.
The job isn't a very good one though, since the Federal Congress decides the town's budget and frequently over rides their policies. Once Washington DC decided to close one of its two Firehouses, to save money. However, Congress got involved and wouldn't let them close the Firehouse near to Congress. Since that Firehouse wasn't centrally located it couldn't serve the town properly so both Firehouses had to be kept running.
