sure, if it turned him on, i would let him, i would probably freshen up down there first though, and then take a shower afterwards, cause if your gonna let him go down while its that time of the month, you might as well take the tampon out too.

The menstrual blood that comes out of your body is clean, but once it hits the air, it develops an odor. But just because this flow is "clean" doesn't mean that it's very healthy. But if he truly wants to, I guess he can. I certainly wouldn't give him oral sex if his penis was bleeding, though.
