Omg every1 above me is wrong lol why post? It is called a prolapse. It is when a male turtle is showing it's male organ! So really he just flashed you ill get some pictures... Sometimes it will go all the way to it's head. If it goes back in alteast befor 10 mins then it's healthy. SO forsure your turtles is a male!! Well heres the pics! Sorry i cant find them but it can get very big somtimes heres my forum.

There are two possibilities one is it might be its male organ if your turtle is a male, second it might be its intestine in this case your turtles might have a prolapse and this usually happens when your turtle is constipated, usually the intestine will retract back to its original position just make sure the turtle is soak in clean warm water and avoid touching it.

It was most likely his penis. As long as it went back in there's nothing to worry about. If it stays out get him to a vet so it doesn't get injured or infected.

That was a parasite, if you don't try to do something about it your turtle will die. Sorry that is just the way it is...
