It is the government's job to pass down as many conflicting mandates as possible so absolutely no education whatsoever is present in school. This is the ideal school culture; to produce as many socialized tv-gobbling idiot sheep as possible. Such people are so much easier to lead/bilk.

the govt could be pushing the current research on how unschooling produces the best and most authentic learning, and leading the communities to freeing their children from the abysmal experience of school as currently run.
we unschool and our kids couldn't be happier, more motivated, smarter, or kinder.

Obviously none or our schools wouldn't be in as bad of shape as they are.
