Not the U.N. there are constitutional scholars that contend that Treaties supercede the constitution. But if our leaders sign a treaty that gives up our freedom to the U.N. they'll be tarred and feathered and the treaty will be cancelled.

The Federal Government actually. The ninth amendment basically states that the enumerated rights given the Federal Government literally mean exactly what they say. They can't be used as a justification to deny rights which the people retain.

The 10th affirms that any right not explicitly given to the Federal Government do in fact belong to the states and the people.

In even simpler terms,
9) If we don't explicitly say the Feds can do something in this document, they can't.
10) If we don't explicitly say that the States and people can't do something in this document, they can.

They're catchalls to limit Federal power. Too bad FDR basically destroyed this concept when he corrupted the Supreme Court during his Presidency.
