Place your cursor on the task bar and right click. Go to properties and choose lock the taskbar instead of auto hide.

Click on the Start button, choose Settings, then Taskbar & Start Menu, and make sure that you have the check box for always on top checked in the Taskbar options.

right click the taskbar
click "properties"
uncheck the "hide taskbar" box
click "ok"
