political science, or prelaw. those are the best for that kind of work but minor in business, which ever area interest you the most.

Economics is also good. It depends what you are interested in. I also suggest that while you are in college that you work for a lobbying firm even if it's on a volunteer level, just for the experience and to get your foot in the door, so to speak.

sociology and/or political science - both would be useful in specializing within a lobbying group.
Lawyer with one of the aboves as your bachelor degree
