And under what circumstances would you hold them responsible?

i really dont get this question could someone help me i know its an opinion question but your opinion would help.

Do you mean responsible for what others do with the discovery? If that's what you mean, then not at all. Scientists are not responsible for the actions of others, any more than anyone else is.

In my opinion all the scientist discoveries should be for valuable human purpose.They should, for example, be free to work to the dicovery of AIDS vaccine which is very important and many more of worth.But, in the field of cloning, another example,they should not be permitted to clone every human being.Because if this is possible , a criminal may clone many other and destroy whole the world.But cloning to study various genetics disease should be done

To the extent that they do with the discoveries. Things will be discovered serendipitously, so they have the decision responsibility on what to do with said discoveries.
