You use paper, very little starchy.

A very easy one....

Take two very think bamboo (or plastic) sticks. 3 feet and 2 feet.
Make a lop sided diamond shape by taking the mid point of 2 feet one and tie it to 1 feet away from one end of 3 feet stick. (get it?)

Take a very thin but strong paper and lay it over this shape. Form a diamond shape by folding from apex to apex. Cut excess but be sure to fold over and overlap about 1" for strength. Tape or glue them together. (glue is better for lighter weight)

Take a long string and tie it to the end of sticks. You'll have 4 strings hanging at this point. Tie them in front of the kite, but about 4 feet away from it, and at about 15 degrees angle. Make sure, the bottom (longer of the diamond) part is "more" away from you than the top part. Now, take a string and attach it to where you tied the 4 strings.

Make paper strips about 5 feet long, and half the width of the toilet paper. Attach it to the bottom of the diamond. This will act as a weight.

Done.

You'll need a friend to hold it upright while you run with the string. You can't drag this as the "tail" will break off.
