Well, water cooling is very safe(until the water does not come out of the pump!!)....and is damn' effective.
Though ppl genrally use this stuff only when u have a high end PC(like, when u have a PPU,GPU and u r overclocking the PC etc.ect.)
even the apple G5 has water cooling installed in it.
ppl even use some speacal pipes, instead of normal pipes.....these pipes glow when neon light falls on em'(they r damn sexy!!)
but if u r gonna intall 1 , better have a cabinate which has a glass window, otherwise itz' of no use.
For some cool PCs' with water cooling u can go to- ww.frozencpu.com
and check this article out-

It works pretty much like a radiator in a car. It is safe if you buy a good system, which will cost at least $200. It also depends on what type of system you buy as to how easy it is to install, some require you to modify your case, others don't.

It works fine. If you need it. Basically water cools better then air so if you have a overheating issue.... then water cooling will solve it

However generally its because people just want to kooler gear

mystic is mostly right,, but do not think about it unless you have an awesome system that is super fast or is over clocked big time!! Conventional cooling fans will take care of most peoples needs!!
