When people blame "Bush" there not directly pointing the finger at President Bush. What they're saying is that everyone holding federal political office is responsible for what's happened. This also goes for numerous intelligence agencies and other high up government organizations. While Bush could have stopped this if he had drummed up enough support, many many other could have too.

9/11 was planned back in 1996. Its not really any govt partys fault. Its all of their fault because america in general felt invincible. ever since 9/11 everything about that has changed. every time you hear about something catastrophic or terrorist-like, people wonder "was it terrorism??" that wasnt the case before then. we left ourselves open for a sucker punch that we got. england and other places in europe had been dealing with the same crap for yrs and we werent even able to tell the difference between iraq and iran
