if it has never been resurfaced before, you can usually get away with an acid wash, and new paint. This is not a DYS type project. High strength muriatic acid can be deadly.

You could re-grout and tile it, or resurface it with more concrete and paint it, or you could try just rebuffing it and just repainting it. Oh I forgot, there is such a thing as a pool liner which can be installed which make the pool smoother.

well not a big deal skimming the existing surface again is really all you can do, if you have staining they will prime to stop it from bleeding through, get good references and go for it!
