The contestant didn't quit the game and then come back. lol
He simply did NOT want to HEAR the offer. He just wanted the game to continue without knowing the offer from the banker. So they moved on to open more suitcases and he never knew what that 2nd offer was. So they put REFUSED up on the board. ;-)

It means the contestant did not sell his/her suitcase to the banker. Decided to keep its contents and continue on with the game.
