You wouldnt really use an html for that, you need to use a simple paint program..

No html code. Photo editor. put them together and save as 1 picture.

Copy and paste the following;

If you know the dimensions of your pictures, put those numbers in the width and height are. Change picture1.jpg, and picture2.jpg with the filename for your pictures.

Assuming the two pictures will fit side by side, you can use this code...
