what are some reason hard labor (for criminals) does not work to benefit society? thanks!

The point of incarceration is to either a) reform the criminal or b) to prevent further danger to the general public...

Hard labor can fulfill a- make the criminal behavior not worth the unpleasantness of the punishment. But unlikely- the hard labor would have to be harder than what laws currently allow. Education would be more effective in rehabilitation efforts.

Hard labor doesn't necesarily fulfill b- it's merely something for the criminal to do while being removed from the general public. Hard labor is a practical use of these people who have proven that they shouldn't be allowed with those who can obey the laws.... and that is really the only tangible benefit for society- the work that is done.
