It is hard to give you any ideas if you don't tell us when it the uniform or what you CAN do.
I say 2 ponytails, and dark make up.

My school uniform is the same way, but my friend still makes her's punk....get some converse and write on them and stuff, get some wrist bands and some cargo capris, and also get some really kool lookin jackets, you can wear skirts on occasion but don't make a habit of it if you want to look punk.....good luck!

Honestly it's all about dyeing your hair a weird color, wearing your makeup in a weird way, and if piercing are possibly, get some.
Also, you said you can't wear leggings or tights? Can you get away with weird socks.
Dress codes are made to be broken. Find out the exact wording of the dress code, and then push the limit. If only white socks are allowed, then do they specify height. Are only black shoes allowed? Does it specify sole thickness? Maybe you could wear platforms. Follow the dress code exactly, but pretend you are not capable of guessing what outside of those specific rules wouldn't be approved of.

Haha, your call's 'I <3 eco-friendly Day.' You all of us is the reason those genres get skewed and obliterated. people have started dressing as emos, and that they are huge posers, asserting they pay attention to freaking My Chemical Romance and stuff... that may no longer emotional song... emo means emotional... There are bands like Sunny Day genuine property, variety new, Benton Falls, and Texas is the reason that are the previous experience of what that musical type replaced into, no longer the recent admired ingredient... this is unhappy. Punk won't be a feeling of vogue. give up being a poser.

fray the bottom of your skirt if allowed, get an extra skirt and cut it into squared and then sew really crappily some of the squares onto the new skirt. change the buttons on your blouse so they are mismatched, lots of black eye makeup and dark nail polish. Wear fishnet tights under your short sleeved school blouse, on your arms. hem your shirt to be shorter. wear a skirt that is too tight, accessorise with a chunky belt if possible. converse, chunky boots, bright shoelaces are all good ideas as well. wear mis matched earrings. write on yourself with sharpies or but temp tattoos on. rat your hair in a ponytail. wear ruffled bloomers under your skirt and flash people. buy some cool framed glasses, even if you dont wear glasses. or wear sunglasses. since you cant wear stocking, wear garter belts a little lower on your leg.

Wear really high heels, or knee boots with a high heel, or really high platforms.
Dye your hair some neon color.
Wear too much makeup, especially around your eyes.
Get a lot of piercings, facial and otherwise.
Wear lots of silver jewelry and a ton of earrings.
Wear a leather collar and wrist gauntlets.
Wear real corsets everyday to train your waist.
Get several tattoos.

If you are good at sewing, Then, I have a wonderful thing to tell you. Get the converse that goes up on your ankle and sew a skull on it. And the shop called rocket dog has many puckish things. Sew stuff on to your shirt. But don't get in trouble!

Roll up the sleeves (or better rip them off)
and get crazy hot pink shoelaces.
also wear lotsa eyemakeup!
get black lace ribbon and wrap it around one leg.
two pigtails way up high on the head will finish it off.
