I've never heard of this. Usually to prevent fouling you need to use a special paint for the bottom of the boat.

I would think you could keep it from fouling if you just added freshwater into it. That would get it out of the saltwater and kill the growth. That way it would be legal because you would not be adding chlorine - any more than is in the fresh water already.

This could be done with a piece of shrink-wrap plastic is 17ft wide and it comes on a 200 ft roll fasten it to your slip drift the boat on to the plastic pull it up to to the gunwale and I think I would use a chlorine floater to put the pills in + algi Killer .. word of warning .. I don't think this is Legal to do...
