The technical name is Bituminous Asphalt. As the other one said it is mostly the left sludge from crude oil refineries. It also contains crushed rock and concrete to hold it together.
For driveways and parking lots they use cheaper materials.
For sidewalks and curbs it has sand instead of stone.

However today in most states it includes about 1/3 recycled tires to make it more flexible in heat and cold.

It is the very thick part of the contents of the barrel of crude oil from which the thin parts become gasoline. When the refineries distill it they separate it and that is the left over low-end gunk that works so well on road surfaces.
