Resolution and aspect ratio are two different things.
The resolution is how many pixels, vertically and horizontally, per inch. Aspect ratio is the ratio of height to width. Aspect ratio is a function of the dimensions of the screen.
Normally, a certain resolution "goes with" a certain aspect ratio. So the resolution 1024x768, when reduced to the lowest common figure is 4:3. If you use a different "resolution" and your monitor's aspect ratio does not match the resolution intended for it, the display will be distorted.
So you will have to find out what the "native resolution" for the monitor you want to buy is, so as to figure at what resolution to set your display so as not to have distortion. E.g., my monitor uses 1280x1024, which comes down to 5:4 resolution, and setting it to some resolution that does not come down to 5:4 distorts the image.

LCDs are a bunch of tiny spots that get lit up to display the picture - think of it like a lite-brite - it looks sharp when you use it at the resolution it was designed for - but when you get larger, things get blocky and fuzzy - same concept for an LCD. The sharpest you can get is to use the rated (recommended) resolution of the LCD.

definite the video high quality would be deceresed somewhat yet you wouldnt extremely be conscious something. try that and if u think of the video high quality is decresased then in simple terms bypass fo 1920 x 1080 on an identical time as wattching video clips

It would be distorted, aspect ratio is different. The native resolution is much higher and clearer.
You would lose quality and sharpness.
