Usually that's in a lifechanging situation. Something's hanging in the balance; "No news is good news", can mean a lot of things. I think what you mean here is "no news is good news" --- which, of course, is better then bad news.

"You don't want bad news, you'd rather have no news or good news"

It's an old catchphrase from quite awhile ago; my grandfather used to say it. Glad it's still around!

If there is no news then there is no bad news and that is good :)

It means if you don't hear anything, then the answer is good. In other words, if your doctor runs a test, he will only call if the news is not good. Therefore, no news (no call) is good news (good outcome).

To me, it means the absence of bad news, i. e. "no news", is good news.

it means..if you are waiting for news (and answer) about something and you haven't heard yet....until the time that you hear in the negative you can continue to feel good about it...or be optimistic.

The situation has already been established as going well (We're winning!) and therefore, if nothing important happens, we are still winning.
