Most authentic and best in San Mateo should be Joy Luck Place on 4th Avenue. Another one is ABC in Foster City, but their service is notoriously bad. For cheap, noodle dishes Tai Wu is pretty good and located near the 99 Ranch in Foster City.

wing fats on fourth ave [near jack in the box and delaware ] in san mateo. it is a small place the food it excellant. i go there often for the best food and prices............

If you wanna a little farther, P.F. Chang's is supposed to be really good. It's in the Stanford shopping center.
