It's an old Roman saying...
...that either talks about cooperative effort (positive)
. ...or bribery (negative).

With politics in the Roman Empire as it was, it was probably both.

With World Politics as the way it is, it still is...!

I believe it's a reference to people trying to cover up each other's dirty deeds.
