The basic principle towards "Carbon Free" is to aim to reduce the reliance of society on carbon-based energy generation. In short, try and reduce wastage of energy and thus help to keeping a cleaner environment. Nowadays we'd probably see quite a few products starting to label themselves as contributing towards this endeavor.

But if you are asking about products, it would simply logically mean that the product does not contain carbon ;-)

It is hard to be sure without the context in which the term was used, but

I assume that "carbon free" is used like "sugar free", which means without sugar, so here, without carbon

It sounds like whatever is being described, is a thing without carbon in it, so it is "carbon free".
