I saw it in elementary school, so it had to have been made before 1990, and from the look of it, I'm guessing it was made after 1985.

There is no dialogue in the entire video.

There are three kingdoms, one where eveything is yellow, one where everything is blue, and one where everything is red. They are separated by oceans of air and had never had contact before.

A guy in the yellow kingdom invents a flying machine. He buzzes the blue kingdom and crashes in the red kingdom where he meets a girl (they fall in love). The yellows decide to invade red and force the guy to build flying machines for them. Meanwhile, the blue king saw the yellow guy fly by and gets an idea for a flying machine of his own. Both blue and yellow invade red, and all sorts of colors emerge in the ensuing paint war. Finally they decide that all colors are equally good (obvious political allegory).

What is the title and where can I find it? It's been bugging me for nearly 20 years!

A little Lucy in the Sky with Diamonds ... huh?! Hard drugs in elementary school. I'm very sad for you. Nevertheless it sounds like you had plenty of entertainment as a result.
