Why do most European, African, Australian, Asia, and South American immigrants to the United States know how to speak English, but Mexican immigrants do not?

Americans tend to regard the world as having to bend to them when it is the other way around especially when you travel. So most Americans would not bother to learn Spanish phrases when traveling to Mexico since they feel that they will be able to get everything they need from the hotel where someone speaks English. In my opinion this is sad, and I am an American, traveling is about experiencing something new and if you are not willing to bend for that experience you do not deserve it.

Maybe they are from Spain. Or maybe people who can speak Spanish tend to go to places where Spanish is spoken.
Aside from that, I don't even know if your premise is accurate or not, so any real conclusion is impossible. For example, is it assumed that all European tourists speak Spanish?

Well, for one thing, Spanish is a European language. (IE: Spain). English is the official language of the US, so you'll find less Americans that speak Spanish.
