How can I change the smileys in my quick comment section on my 360 to where they will move...?

when someone leaves a comment? I have noticed this on several sites I have visited, and there are few more options on these sites also. I have tried everything that I can think of as for as editing and still can't figure it out. I even asked the people at the sites and they both gave me two different answers and neither of them worked. HELP!

It's the US pages that aren't animated. I don't know why. I have noticed other places have animated. As far as I know we can not change the settings so they will be animated smileys. I couldn't find a way too do it.
