Call a phone company of your choice and give them the serial number located inside where the battery is and tell them that you want to see if you can activate the phone. Tell them someone gave you the phone and you want to get it working again and in your name. They will check the phone and you will be instructed to push some numbers. After that the phone should work providing the phone is still usable. You'll probably need a credit card to start a plan or the phone service. Call and see.

Yes, you may activate it, as long as the phone has already been de-activated. If you have found a phone and it's de-activated, and NOT reported lost/stolen, the wireless provider would be able to activate it.

You might want to try to find the owner first. If the phone was reported lost or stolen, you could get yourself in trouble for activating it. Good luck.

Try to locate the owner and return the found phone, you would want someone to return your phone, if it was lost.
