They were pretty much all bad but I always thought the depths of lameness were most fully plumbed by Mekaneck. When your subtitle is "The Human Periscope" that pretty much sums up your lameness in three all condemning words. Sure, technically Orko was even less usefull, but since he was supposed to suck like a black hole, existing only to cause problems that the heroes needed to solve, he gets a free pass out of the lame-o-rama. If you need any last bit of convincing as to Mekaneck's lameness, just remember this. His sole function was to look over stuff. Yet most of the important heroes could do at least one of fly, ride a flying machine or mount, leap really well, or climb thus they clearly should have been capable of looking themselves. But no, they felt sorry for poor Mekaneck, who couldn't oufight the Wonder Twins and so they'd let him look for stuff just so he'd feel useful.

Snarf and Cheetara were Thundercats and He-Man and She-Ra were brother and sister (just so's you all know).
I think Evil Seed was the worst. He was a bad guy with an onion for a head who- GASP- made plants grow. And he was mad. I didn't get it.

It's after my childhood, but my oldest son loved He-Man. He had ALL the toys, pajamas, pillowcase, etc. The worst was Skeletor. He was mean and ugly.

can't remember much character wise, but there was a film with She-ra. And it was bloody awful, she ends up rescuing him. They both look butters as superheroes.... but it was a old cartoon considering. so i'll allow it
