I believe he was serving time in Thailand for crimes committed while living there. It seems that the criminal justic and law enforcements organizations in California will not be able to detain him for much longer due to gross incompetence. Can we legally send him back?

As far as I know he wasn't serving time in Thailand - he was teaching (or about to start) when he was arrested. I don't think any legal action has been taken against him here, but that's not to say there won't be any.
