A best on its own is impossible. There are songs I look back on, some that might be a bit cheesy now, but they were positively life changing songs. So my Top of the Pops from ten to one is:

10: Too shy - Kajagoogoo (cheesy, but it was the first single I bought)
9: Sunday Bloody Sunday - U2 (seeing The Tube's special of them live at Red Rocks and this song spoke volumes about how music could express so much)
8: Ashes to Ashes - David Bowie (my first album was a 'Best of Bowie' largely on the back of how much I loved this song)
7: New England - Billy Bragg (Jobs and Industry tour - the forerunner to the later Red Wedge tour. Music supporting politics)
6: The Message - Grandmaster Flash & the Furious Five (one of my first forrays into hip hop - I was bowled over)
5: Blue Monday - New Order (they epitomised all that was cool about Manchester in the early 80s raging against the back drop of it being 'grim up north'. Funny how long the single was around before it finally made the charts)
4: Is there something I should know? - Duran Duran (strange to think, but their first number one in the UK)
3: Back to Life - Soul II Soul (in the midst of all the aceeeed and techno crap came soulful tunes straight outta London town)
2: Do they Know its Christmas - Band Aid (pop power that will never be replicated - last year's Live 8 was but a poor attempt at recreating something that succeeded by virtue of being such a unique action at the time)
1: When Doves Cry - Prince (this could as easily be Purple Rain or so many of his other tracks from the 1980s but I just remember the video and looking at this little guy with the amazing voice who oozed sex appeal and made me rethink all of my preconceptions about what was sexy)

Has to be "Blue Monday" by New Order. It defined 80's dance music & that Emulator bass drum intro still gives me goosebumps.After the 12" version was released, everyone started to copy the squelchy bassline.When i was at university, it was always played.You could dance to the 12" remix - if you could last 7 minutes or so! It still remains the biggest-selling indie record (in 12" form) today.

Ahhhh , how I love the 80's..... Try Scritti Politti - The Sweetest Girl.., anything by the Police or U2, the Clash - Amragideon Time ofr Bank Robber... I could go on and invariably do....
